The World Health Organization Technical Advisory Group on Innovations in Male Circumcision (TAG) met in January 2013 to review the clinical performance of two devices for adult male circumcision. This review was based on clinical data collected in the context of the Framework for clinical evaluation of male circumcision devices (WHO), which stipulates a progressive series of clinical studies to establish the efficacy, safety, acceptability and clinical performance of the device when used by trained mid-level providers. A failure modes and effects analysis was presented and informed the deliberations. The specific device evaluations are one component of the comprehensive review of a device undertaken in the WHO Prequalification of Devices for Male Circumcision programme. Updates on the Prequalification programme were provided. The meeting discussions also inform programmatic considerations in guidance being developed on the use of devices, information gaps and research needs.
